LEMS is a browser-based application that provides access to the Law Enforcement Messaging Switch (LEMS) using OMINXX. This interface provides the capability to query NCIC and NLETS databases. The LEMS switch is a critical component of the process by which criminal history information is collected, stored, disseminated and accessed by local, state, and federal criminal justice agencies and civil agencies authorized to receive criminal history data. Omnixx is a software application by which criminal justice agencies access criminal history data stored in CCH. |

Constituents requiring a background check for employment or licensing due to state and federal laws would be negatively impacted. Without an application, name-based queries of state and federal criminal history data cannot be performed by criminal justice agencies. The ability of the criminal justice community to protect and serve constituents would be negatively impacted. |
